3. The military party, of which Chen Chiung Ming is the head, will have no dealings with Sun's adherents in Canton unless strictly official and necessary. (Authority: Lieutenant Denne, a member of the Military Party Club.)
Having formed the above opinions, the bureau further considers that the means by which Sun Yat-sen intends to attain his ends are not yet apparent, but, viewing hie whole history since 1911 and the methods employed by him from the beginning, Damely-
(a.) To cause disturbances in order to weaken the trust of the public in the
strength of the Government;
(b) Through this means to attract adherents to his side; and
(c) To organise internal insurrection led by his selected agents;
they cannot come to any conclusion but that he is at present at work at a programme somewhat on these lines, the present strike being the first phase of the attack.
